On the morning of May 19, the Safety committee of Dongchangfu District organized a 2023 hazardous chemical accident emergency drill in Qilu paint industry.
Leaders from Liaocheng Industry and Information Bureau, Dongchangfu District Government, District Emergency Bureau, District Environmental Protection Bureau, district fire brigade, District Health Bureau, district Public Security Bureau, Jiaming Management Committee, honorary Chairman of Qilu Paint Company Sun Hongyuan, Deputy General Manager of safety production Xie Jixing and 60 employees participated in the drill.
Accident simulation
Suppose there is a leak in the resin tank farm, and the leak is too large to cause a fire. First of all, the company-level emergency plan was initiated, and the fire was not effectively controlled and had a spreading trend. Secondly, Xie Jixing, the leader of the company, reported the accident to the District Emergency Bureau and Jiaming Management Committee in time, and initiated the emergency plan for hazardous chemical accidents in Dongchangfu District. The District Emergency Bureau, fire brigade, health Bureau and Environmental Protection Bureau cooperated in the rescue.
Field drill
At 10:00 a.m. on May 19, the operator inspected the resin tank farm and found the valve was damaged and the leakage was large.
1. Immediately use the on-site hand alarm to notify other members of the team.
2. After receiving the alarm signal, the workshop director will go to the site to check and immediately start the on-site disposal plan of shop-level material leakage.
3. Inform the staff on duty in the workshop to dispose of the leaked materials. However, due to the large amount of leakage and the high concentration on site, it is difficult for the staff to enter and the disposal capacity of the workshop has been exceeded. Only temporarily arrange the staff of the workshop to prepare air breathing apparatus, heavy chemical protection suits and other tools. At the same time, the workshop director immediately reported the accident to the leader of the company.
4. Upon receiving the alarm, the leaders of the company shall immediately start the company's comprehensive emergency plan.
5. Each rescue team successively arrived at the scene, entered the tank farm, closed the bottom valve, and arranged personnel to collect the leaking materials.
6. In the process of processing, due to the high temperature on that day, a fire broke out, resulting in an injured employee falling to the ground.
7. Immediately arrange the leakage rescue team to evacuate the site, and the members of the leakage team shall carry the injured employees away from the dangerous position of the tank farm. The medical rescue team shall be on standby outside the dike to rescue the injured employees.
8. The medical rescue team shall provide on-site emergency treatment to the injured employees and send them to the hospital by vehicle.
9. At the same time of rescuing the wounded, the fire control team shall enter the scene to control the fire.
10. In case of fire, arrange warning and evacuation team to control the scene, evacuate irrelevant personnel and set warning and isolation belts.
11. After the fire is confirmed to be extinguished, the leakage rescue team shall enter the site, clean up the residue on the site, open the blowdown valve on the east side of the tank farm, and collect and treat the accident waste liquid and leakage.
12. Assemble the team, count the personnel and finish the drill.
Huang Xingli, a member of the Party group and deputy director of the Municipal Bureau of Industry and Information Technology, said that the emergency plan drill transformed the safety consciousness into actual combat exercise. All the staff of Qilu Paint industry acted quickly, parallel and orderly in a combative state. The whole drill process successfully and safely achieved the purpose of improving the safety awareness and training the emergency ability.
